Be the first to empty your hand. Beat the last play with the same kind of combination and the same number of cards, but higher: singles, pairs, triples, four of a kind, runs of 3 or more, or runs of 3 or more pairs. 2 is the highest card. Once you pass, you are out until the pile clears, unless you can chop a 2 with a bomb.
